How do I care for Cartier silver objects?

Like fine silverware: polish with a silver cloth, use mild cleaning dips only when needed, then store dry and as airtight as possible. Never treat engravings with abrasives.

Are these Cartier objects vintage or used?

Both. Vintage means pieces of roughly 20 years or older with a design language of their own, used simply means previously owned. Condition and, where known, age and origin are listed with every item.
